Montserrat is a British Overseas Territory in the Leeward Islands of the eastern Caribbean, governed under a parliamentary system in which a UK-appointed Governor (Harriet Cross) represents the British Crown while a locally elected Premier (Reuben Meade) leads the government. Defence and foreign affairs are ultimately the responsibility of the United Kingdom, so the territory does not conduct an independent foreign policy. Notably, it is the only non-sovereign full member of both the Caribbean Community (CARICOM) and the Organisation of Eastern Caribbean States, giving it a regional voice despite its dependency status. The dominant fault line in Montserrat's recent history is the volcanic devastation that destroyed its former capital, Plymouth, and displaced much of its population.
